Refusing treatment?

Recently I went to visit a New Patient in a care home in their Dementia Wing. This visit was requested by the Senior Carer on behalf of the family.
When I arrived I asked to see the patient's notes but the Senior Carer refused saying that they were "confidential". They did, however, give me a list of their medication.
    I treated this patient.
Would I have been correct to refuse treatment in this instance and, if so, would there be any legal repercussions from this?

I would have refused and asked the "Senor Carer" to note in the records that you are refusing because you were denied access to the patents notes.
I find such attitude quite insulting.
