Possibly things have changed? Until anyone else can shed more light on the current practices in Japan:

Possibly worth emailing her for more information.

Japanese Yellow Pages may help with more contact emails for you to follow for information. http://www.ypj.com/en/simple-search/index.php?req_category_id=283

    Japanese employment forum: http://www.gaijinpot.com/c_other.php

    Hope this helps.

    Mandy.
