Central Governor Theory

    evening all
    Just wondered what everyone thought of this theory. Dont know if its been covered before but i thought the notion that this central governer regulates and can be overridden is interesting. I'm not saying that i totally subscribe to it but its fascinating stuff
    i've tried to attach the pdf , but i know there was some debate about whether this is allowed or not. i got this by putting central governor into google so if its that easy i didnt see a problem. sorry if i have done something i shouldnt.
