May UK podiatrists debride to a bleeding wound bed?

Hello, dear community, I'm asking for your help.

I'm translating a 4 year old power point presentation from Germany on different types of wound debridement, which generously borrows from and cites the Consensus guidance for the use of debridement techniques in the UK, by David Gray et al, Wounds UK, 2011.

In the sharp debridement section the 2011 UK consensus mentions, "However, some practitioners such as podiatrists may debride to a bleeding wound bed." Then it refers to Ayello et al, 2004, in Wound Care Essentials: Practice Principals. Lippincot, Williams and Wilkins, Springhouse, Pennsylvania. The first author is apparently from the US, thus, I wonder, what if the 2004 textbook refers to the US podiatrists only? Unfortunately, I have no access to the textbook in question.

The question is, are UK podiatrists trained/authorized debride to a bleeding wound bed?

Thank you for helping me out!
