    Is this not an issue, of "you can't complain about the service, there isn't any"?? In other words, are the complaints about a service that is no longer provided (ie care for the low risk). There is no point complaining about a service no longer provided.

    Often in situations like this, it does not matter how the Trust (or whoever) handles this screening or triage, those that miss out will always complain. Like other things in life, there is no right way to handle this. People have an expectation that nanny state will provide.

    I seem to recall reading or hearing about a situation a while back (it may have been here at PA), in which one of the low risk people discharged happen to be a politicians mother. I guess you can imagine what happened.
