I just put on a temporary delta frame for an unstable diabetic ankle fracture and I am planning on removing the frame and fixing the fracture with internal fixation when the soft tissues stabilize. How should I code this first surgery and subsequent fixation?

Do I bill closed treatment of ankle fracture and application of external fixation with 51 modifier?
Then bill Open treatment of ankle fracture with 78 modifier as well as removal of external fixation when I take the frame off and place internal fixation?
