Am I right in thinking that orthosis should be different in cycling?

Most people use their running insoles in cycling, but...during the pedal cycle, the foot angular range does not change that much, which means there is no extension and flexion like there is in running. Also, there is no hallux extension in cycling and the majority of the force is delivered at the fore/foot and it doesn't transfer from the heel to the forefoot (it's either on the forefoot, or nowhere).
What are your thoughts on this?
