    I see a couple of comments on that story:
    This has been the 'gold standard' legal requirement here since at least last century.

    Hi to all,

    This situation cropped up since a decision was taken by the Central Sterilisation Unit (CSSD) of our public health service so that nail nippers instead of being individually packed after sterilisation as was always done in the past, they are packaged in "groups" of 15 clippers each in a mesh tray. Reportedly, this was a cost- cutting exercise.

    Obviously both association and union rejected this method and within 24 hours of issuing directives the situation was rectified immediately and the method reverted back.
