Former WW podiatrist loses license to practice

More than a year after being charged with unprofessional conduct, Charles P. Darcy of Walla Walla has lost his license to practice podiatry.

He was fined $5,000 by the Washington state Department of Health and may not reapply for licensing for 10 years, according to a news release from the department.

On Monday, Darcy maintained the ruling to be unfair and political in nature - he had support that his practice was within the standard, he said. ``They hired someone to say the opposite.''

According to page 21 of the health department's final order, the licensing board - made up of two podiatrists and one other board member - noted the option of utilizing expert testimony, but chose to rely on its own professional expertise to review materials and the testimony of witnesses.

Darcy owned and operated an office at 113 S. Ninth Ave. and had been licensed to practice since July, 1974; he has always practiced in Walla Walla.

In May of 2006, health officials cited the podiatrist for not offering appropriate treatment options to patients and failure to inform patients of risks associated with surgery.

Darcy was also charged with over-prescribing pain medication and not monitoring medicated patients appropriately.
The department also investigated several reported instances of unsanitary office and surgical conditions, including Darcy's own dirty fingernails.

In 1998, the podiatrist had faced legal sanction in 1998 for prescribing unwarranted high doses of narcotics. In 2000, he agreed to undergo remedial education and was restricted for prescribing certain drugs; that order was lifted in 2002.

The state is on a ``binge'' of reprimanding doctors in response to a sexual molestation case involving another Washington practitioner, Darcy and his attorney believe. ``My lawyer thinks (the licensing decision) was preplanned,'' the podiatrist said.

Having been practicing on a limited basis since a car accident in 1992, Darcy closed his business in December and is looking for a buyer for the property.

In the meantime, ``I've been promoted to baby sitter of three grandchildren,'' he said.
