Blister turned hard?

I had a blister under my toe a few weeks ago. I put a blister plaster on it and let it heal without popping it. Now the skin is raised and hard and its yellowish with white streaks. My toe next to it is also yellow and hard.
Is this just a callus or could it be an infection? There's no pus, Its very hard and isn't red.
