Hard skin, very sore - help please!!

Hi

I have a very sore bulbous growth of hard skin on my inner instep where the heel pad meets the arch. It is on both feet but the right is larger and more painful. I have used cracked heel cream, foot packs and a file but nothing seems to help. Can anyone tell me what it is (or even medical term for that part of the foot) and make any suggestions? Thanks
