Podiatrist struck off for selling Trust items on eBay

Podiatrist Bruce Macdonald has been struck off the HCPC Register for falsely claiming completed training hours and for selling podiatry equipment belonging to NHS Sefton Primary Care Trust on eBay.

A panel of the HCPC Conduct and Competence Committee heard that Bruce Macdonald enrolled at Edgehill University to complete a Clinical Examination course. The course was paid for by Bruce Macdonald’s employer as part of the Strategic Health Authority’s commission for staff development. Bruce Macdonald admitted to his employers that he had not completed the required 30 hours of clinical practice stated on his submitted form but had nevertheless filled in the form using a falsified signature and date.

The Panel further heard that in July 2011 a Podiatrist working within Bruce Macdonald’s team was contacted by Teasdale medical supplies, who supplied podiatry equipment to the Trust. The Panel heard they had received an email from a private eBay customer who was concerned that she had purchased non-sterile Teasdale podiatry equipment online. The Panel also heard that Bruce Macdonald was listed as the seller of the items on eBay.

Panel Chair John Williams commented:

“Mr Macdonald had repeatedly made entries in his assessment record and initialed them using his mentor’s initials without her knowledge or consent in circumstances where he had not done the work claimed. He did so knowingly and deliberately to secure a qualification and for personal gain.

“By his own admissions Bruce Macdonald’s activities spanned an 18 month period and involved selling thirty to forty items of Trust property for his own financial benefit.

“The Panel is of the view that the repeated examples of dishonesty by Bruce Macdonald amount to impairment of his fitness to practice. The impairment remains current because there is no evidence to suggest that Mr Macdonald has taken any steps to remediate his conduct.”

The Panel decided the most appropriate action was to strike Bruce Macdonald from the Register with an interim suspension order in place to cover the appeal period.

Bruce Macdonald was not present or represented at the hearing.
