Funny, but the only time I write a medical certificate for a patient is when they actually need it!
Maybe Mr Brack should be focusing his attention on the numerous GP's around the country who I am sure write many more medical certifications for work than Podiatrists do, and generally in my personal experience write them simply upon request........go figure!
